II.1.5) Short description of the contract or purchase(s)
Viridian Housing is seeking expressions of interest from suitably interested and qualified Decorating Contractors who can undertake the suitable supply of labour for the provision of external and internal communal decoration including pre paint repairs as required, to tender for membership of a flexible framework agreement under which it envisages that contracts will be let to Contractors within the framework for the provision of all or part of these services and the like to social dwellings, sheltered schemes, supported and special needs housing as well as leasehold and shared ownership and commercial units such as student hostels in properties (but not limited to) owned or managed by Viridian. Contractors will be invited to evaluate/price against a schedule of rates and dwelling archetypes and a model specification and to submit variants for working in different geographical areas and combination of areas as Viridian Housing has stock widely distributed acrossEngland. Viridian Housing will subsequently tender through a mini competition between the framework Contractors and enter into individual Contracts with successful Contractors on a geographical basis for a period of up to 4 years with an option to extend, subject to satisfactory on-going annual performance review. The Contractors will be required to provide a customer focused service and show a commitment to providing an effective service that provides value for money to Viridian Housing and its customers. Viridian Housing will require the Contractor to co-operate with them in working towards a partnership approach in service delivery. Viridian Housing reserves the absolute right to withdraw from this procurement procedure at any time and for whatever reason without awarding a contract(s). Applicants shall be responsible for the costs and expenses they incur as a result of participating in this procurement process. Viridian Housing and or its advisors shall not be liable for and will not pay any costs in respect of the preparation of any pre-qualification or subsequent tender submission of any applicant or bidder whether they are successful or not. This shall equally apply in the event that the procurement process is postponed, cancelled or abandoned by Viridian Housing at any stage and for whatever reason. Applicants shall be deemed to have unequivocally accepted this as a condition to precedent to participation in this procurement process. Works will include but are not limited to: clearing, washing down and cleaning but not limited to UPVC gutters, windows and doors, staining and/or painting internally and externally, pre paint repairs but not limited to filling, and sanding. This list is indicative only and is not exhaustive. The framework is envisaged to cover a national geographical area and will be split into 4 regions consisting of East Midlands, West Midlands,London, andWest Sussex. Contractors have the option to express an interest in all, or individual regions at the PQQ stage.

Where bidders form a consortium they may be required to incorporate a company to form a special purpose vehicle. In the event of a group of organisations submitting an acceptable offer it will be necessary for them to provide an undertaking that each organisation will be jointly and severally liable for the due performance of any contract/s entered into between Viridian Housing and such organisations.

The performance of the contract is subject to particular conditions: yes Description of particular conditions: Bidders who satisfy any of the criteria for rejection set out in Regulation 23 (1), Public Contracts Regulation 2006 shall be treated as ineligible. Bidders may be requested to provide such evidence as is reasonably necessary to allow Viridian Housing to establish that the aforementioned criteria does not apply to them.

Minimum level(s) of standards possibly required: The successful Providers will be experienced in and be required to incorporate all duties that are relating to but not limited to the supply and fix of internal and external decorations including prior to paint repairs, painting, staining, clearing and cleaning external/internal UPVC products on a cyclical basis agreed by Viridian Housing required to enable them to properly fulfil the duties placed upon them by any Regulations and the recommendations of the Health and Safety Executive unless amended by the terms of the appointment. The Providers staff will have to enhanced Criminal Record Bureau checks carried out before going on site. The values of the contracts and value of work cannot and will not be guaranteed.
